What the scientist is asking for
Many players missed the scientist's first explanation, and he does not repeat it. The task is simple once it is spelled out: find three creatures that are the same species at different stages of growth, photograph each one, then pin the photos to the evolution board in his room so they run from youngest to fully grown.
The trap is that the aquarium itself is full of tanks, so most people search there first. One player on the Steam forums only got unstuck after realizing the animals are outside: "I thought I was looking for something in the aquarium. I will look outside!" The three stages all live in Deltburg's rivers and canal, and players report that you can even locate them by listening as you walk along the water.

The three look alike, which is how you know they belong together. Once you have seen one of them, the others are easy to recognize. You also get compendium entries for all three, so the photos count toward the 68-critter Collect Them All achievement at the same time.
A fourth water creature, the Pondaconda, lives under the bridge by one of the paths. It shows up in the same waterways and has a name close to the puzzle's nickname, but on its own it is not the answer. Photograph it for the compendium and keep looking for the three growth stages.

Talk to the scientist
Enter the aquarium and go into the first room on the left. Talk to the scientist to start Evolutionary. The evolution board is in this room.
Photograph all three stages
Leave the aquarium and follow the water through Deltburg. Photograph Pollypran and Adulbass in the water and Larvalto in the canal. Listening for them as you walk along the banks helps.
Fill the board from first stage to last
Back at the evolution board, put Pollypran first, Larvalto second, and Adulbass third. The solved sequence runs from the baby form through the more grown form to the fully evolved form.
Collect the stamp
When the order is right, the scientist says you have solved it and asks for a stamp. The quest is then complete and the stamp is added to your journal.
How the recorded solve went
In a walkthrough recording of the puzzle, the player first tried a wrong photo, swapped the first slot, then reasoned it out by appearance: one creature "is the baby", one "looks a bit grown up", and the third "looks like the full evolution". Placing them in that order solved the board immediately. Two attempts in the same recording did not work: choosing the Pondacondor photo on its own did nothing, and changing a slot to the flying fish from the aquarium also failed.
One player on the Steam forums added that the board expects the photos in the same order as they appear in your album. If your album shows the three stages as baby, more grown and fully evolved, the album order and the evolution order are the same, so either way of thinking about it leads to Pollypran → Larvalto → Adulbass.
If the scientist does not react, check three things: every slot uses one of the three growth stages (not the Pondaconda or an aquarium fish), the photos are in baby → grown → adult order, and each photo actually shows the creature. Swapping one wrong slot is usually enough to finish the chart.
